Name: Kristi J. Sturtz
Position: Development Consultant, Sturtz Public Management, LLC
Education: BS, Indiana University (Public Affairs)
Experience: Thirteen years experience in grant writing and community development including varied experience in public, private and non-profit sectors. Successfully written and received grant funds totaling over $6 million dollars from local foundations, corporations, and governmental agencies on behalf of several non-profit organizations and communities. Provided long range planning guidance to several Northeast Indiana communities in the form of land use plans, comprehensive plans, zoning ordinances, and annexation fiscal plans.
Accomplishments: (Funds Raised in Parenthesis)
Successfully written a Department of Homeland Security Assistance to Firefighters Grant for the Town of Waterloo ($150,000).
Coordinated grant writing for local non-profit organizations including: YMCA of Greater Fort Wayne ($2,500,000), Washington House Treatment Center ($600,000), Learning and Development Center ($100,000).
Conducted the project development and Transportation Enhancement (TE-21) grants for the Waterloo Depot Project ($240,000) and the New Haven Depot Project ($750,000).
Acted as CDBG Grant Administrator/Labor Standards Officer for the following projects funded by the federally funded Community Development Block Grant: Blackman Prairie Low-Income Subdivision in Fremont, IN ($525,000), Quincy Place Low-Income Subdivision in Dunkirk, IN ($480,000), Sacred Heart Low Income Housing Project in Garrett, IN ($400,000), Planning Grant in Waterloo, IN ($45,000), Middlebury Senior Center Project, Middlebury, IN ($469,000), Weiler Building Restoration Grant in Portland, IN ($500,000). Indiana CDBG Accredited Administrator.
Written and participated in the research of annexation fiscal plans, including various annexations for the City of Fort Wayne, IN
Written strategic plans for the Cities and Towns of Albion, Dunkirk, Fort Wayne, Flora, Geneva, Mitchell, New Haven, Portland, Topeka, and Waterloo Indiana. Processes included coordinating with advisory boards, conducting land use surveys, community surveys, land use and economic analysis and developing action plans.
Managed the Fort Wayne’s FEMA Community Rating System flood mitigation program. Program success reduced flood insurance premiums of residents by 15%.
Coordinated the Anti-Graffiti Task Force to reduce the occurrence of graffiti in the City of Fort Wayne
Provided the Citizens’ Commission to Review Local Government with administration and research. Worked with Fort Wayne Mayor, Fort Wayne City Council, Allen County Commissioners, Allen County Trustees, Allen County Council and business representatives to improve the efficiency of local government structure/operations.
Completed 12 environmental studies according to the National Environmental Policy Act (NEPA) including for federal funded projects. (INDOT pre-qualified consultant).
